Alabama gives new residents 30 days to get a driver's license and 30 days to register an out-of-state car. Active-duty members often don't have to do either. Here's who must, what Madison County asks you to bring, what the yearly tag tax costs in Huntsville and Madison, and the exceptions that save military families a trip.
The two 30-day deadlines
- Driver's license: every new Alabama resident must get an Alabama driver's license within 30 days of establishing residence.[1,2]
- Vehicle registration: a non-commercial vehicle with a valid registration from another state must be registered within 30 days of the date it enters Alabama.[3] Penalties apply after that.[4]
If you buy a vehicle after you arrive, the clock is shorter: Alabama law gives you 20 calendar days from purchase to get a plate.[5]
Military exceptions (read this first)
Registration. The Alabama Department of Revenue (ADOR) says military members stationed in Alabama whose vehicles are titled and registered in their legal state of residence may keep their home-state registration while stationed here, under federal servicemember relief law (ADOR cites the Soldiers' and Sailors' Civil Relief Act, now the Servicemembers Civil Relief Act). They can choose to register in Alabama, and a vehicle registered in Alabama must have an Alabama liability insurance policy.[5]
Driver's license. ALEA says a nonresident at least 16 years old with a valid license from their home state doesn't need an Alabama license, and that "includes military personnel from other states and their families stationed in Alabama, even though their assignment in Alabama may be of long duration."[6]
These exceptions follow your legal residence, not where you live. If you've made Alabama your legal residence, or you're a DoD civilian or contractor, the 30-day rules apply to you. Military spouses' residency rules are more complicated. Check with the Redstone legal assistance office or Military OneSource before you assume you're exempt.[7]
Bought a house? In Madison County, active-duty members can get the lower homestead tax class with a homeowner's insurance policy and a utility "set date" letter, without changing their driver's license. See our property tax guide.[2]
Transferring your license (ALEA)
Out-of-state license transfers are handled by the Alabama Law Enforcement Agency (ALEA), not the county. Madison County points new residents to the Department of Public Safety office at 1115 Church Street in Huntsville, and to offices in Scottsboro, Guntersville, Decatur and Athens.[2,8] ALEA's checklist includes your out-of-state license, your Social Security card, a primary identity document and proof of Alabama residence. Check its current document list and fees before you go.[9]
Veterans can ask for a veteran designation on their Alabama license. Bring a DD-214 showing "honorable" or "general under honorable conditions" service to an ALEA driver license office, a license commissioner's office or a probate office.[6]
Registering an out-of-state car in Madison County
Register at the Madison County License Department. The main office is in the Madison County Service Center, 1918 N. Memorial Parkway, Huntsville; phone (256) 532-3315.[10] If you live in Athens or the Limestone County part of Madison or Huntsville, use Limestone County's office instead. ADOR lists every county office.[10]
Madison County's instructions for a car without a lien:[11]
- ☐ The original title
- ☐ A valid driver's license for everyone on the title (if an owner can't come, the person who comes needs a notarized power of attorney)
- ☐ Proof of Alabama insurance
- ☐ Your last registration from your previous state
- ☐ The car itself, so staff can verify the VIN and mileage
For a car with a lien, bring a legible copy of the title or your previous registration showing the title number, everyone's driver's license and Alabama insurance, and bring the car for inspection. Some states (Arizona, Kansas, Kentucky, Maine, Maryland, Minnesota, New Jersey, New York, Oklahoma and Wisconsin) give the original title to the owner even when there's a loan. If you hold the original title, you must surrender it when you apply for an Alabama title.[11]
Leased cars need the original title and an original power of attorney from the leasing company. Start that request early, because the leasing company mails these documents.[11,12]
Titles must be applied for in person because they need original signatures. Alabama titles motor vehicles 35 model years old or newer.[12] ADOR notes that the licensing official must inspect the vehicle and its ownership documents before registering it.[13]
Alabama insurance minimums
Alabama requires liability coverage from an insurer licensed in Alabama of at least $25,000 for one person's injury or death, $50,000 for two or more people, and $25,000 for property damage.[12] When you register, the county tries to verify your Alabama coverage through the state's Online Insurance Verification System. If it can't, you'll need to show your Alabama insurance card.[14] Call your insurer to move your policy to your Alabama address before you go.
What it costs: the yearly tag tax
On top of registration fees, Alabama charges a yearly ad valorem (property) tax on vehicles. It's due when the vehicle enters Alabama (or at renewal), and the county can't issue a plate until it's paid.[15] For a personal car, SUV or pickup (Class IV), the assessed value is 15% of the market value set by ADOR. That's multiplied by the rate where you live:[15]
| Where you live (Madison County) | Vehicle tax rate | Yearly tax on a $20,000 car |
|---|---|---|
| City of Huntsville | 0.0580 | $174.00 |
| City of Madison | 0.0695 | $208.50 |
| Unincorporated Madison County | 0.0335 | $100.50 |
| Owens Cross Roads, New Hope, Gurley | 0.0405 | $121.50 |
| Triana | 0.0615 | $184.50 |
Formula and rates from Madison County: $20,000 × 15% = $3,000 assessed value, multiplied by the rate. The county's own Huntsville example is $174.[15] Your car's actual value comes from ADOR, and registration fees are added on top.
Sales tax: if you buy a car from a private seller or an out-of-state dealer, you pay vehicle sales tax to the county official when you register. The county's table lists 2.75% for Madison County, 4.00% for the City of Huntsville and 4.50% for the City of Madison. Some in-state dealers don't collect everything that's due, and the county collects the rest at registration.[12]
No emissions test: Alabama law doesn't require emissions testing to register a vehicle.[13]
Renewing later
Madison County offers online tag renewal. Its EasyTag service lets you upload your documents and pay a service fee, then the county mails your tag or decal once you pay the taxes and fees.[12] Your first out-of-state registration still needs the in-person VIN and mileage check.[11]
Car and license checklist
- Decide whether you're exempt: active duty with a home-state license and registration, or not.[5,6]
- Switch your auto insurance to an Alabama policy.[12]
- Leased car or loan? Ask the lender or leasing company for title paperwork now.[11]
- Within 30 days: transfer your license at ALEA (if required).[1,9]
- Within 30 days of the car entering Alabama: register it in your county, and bring the car.[3,11]
- Budget for the yearly vehicle ad valorem tax.[15]
